GROUND WITNESSES OBSERVED THE ACFT ENTER LOW CLOUDS GOING SOUTH, THEN EMERGE FROM CLOUDS GOING WENT. ACFT COLLIDED WITH MOUNTAIN IN WINGS-LEVEL AND POWERED ATTITUDE. MOUNTAINS WERE REPORTED TO BE OBSCURED BY CLOUDS AND FOG. CAUSE:
